Rampura, a remote district inhabited by a tribal population, is marked by extreme backwardness and abject poverty. Agriculture is the mainstay of the local population, though it is primarily subsistence due to the very small land holdings. There is insignificant industrial or mining activity. Even the targeted welfare programs have inadequately benefited the tribal population. In this restrictive scenario, the youth has begun to migrate to other states to supplement the family income. Plight of minor girls is that their parents are persuaded by labour contractors to send them to work in the Bt Cotton farms of a nearby state. The soft fingers of the minor girls are well suited for plucking the cotton. The inadequate living and working conditions in these farms have caused serious health issues for the minor girls. NGOs in the districts of domicile and the cotton farms appear to be compromised and have not effectively espoused the twin issues of child labour and development of the area. You are appointed as the District Collector of Rampura. Identify the ethical issues involved. Which specific steps will you initiate to ameliorate the conditions of minor girls of your district and to improve the over-all economic scenario in the district?

रामपुरा, एक सुदूर जनजाति बहुल जिला, अत्यधिक पिछड़ेपन और दयनीय निर्धनता से ग्रसित है। कृषि स्थानीय आबादी की आजीविका का मुख्य साधन है लेकिन बहुत छोटे भूस्वामित्व के कारण यह मुख्यतया निर्वाह-खेती तक सीमित है। औद्योगिक या खनन गतिविधियाँ यहाँ नगण्य हैं। यहाँ तक कि लक्ष्यित कल्याणकारी कार्यक्रमों से भी जनजाति आबादी को अपर्याप्त लाभ हुआ है। इस प्रतिबंधित परिदृश्य में, पारिवारिक आय के अनुपूरण हेतु युवाओं को समीप स्थित राज्यों में पलायन करना पड़ रहा है। अवयस्क लड़कियों की व्यथा यह है कि श्रमिक ठेकेदार उनके माता-पिता को बहला फुसला कर उन्हें एक नज़दीक राज्य में बी.टी. कपास फार्मों में काम करने भेज देते हैं। इन अवयस्क लड़कियों की कोमल अंगुलियां कपास चुनने के लिए अधिक उपयुक्त होती हैं। इन फार्मों में रहने और काम करने की अपर्याप्त स्थितियों के कारण अवयस्क लड़कियों के लिए गंभीर स्वास्थ्य समस्याऐं पैदा हो गई हैं। मूल निवास और कपास फार्मों के जिलों में स्वयंसेवी संगठन भी निष्प्रभावी लगते हैं और उन्होंने क्षेत्र के बाल श्रम और विकास की दोहरी समस्याओं हेतु कोई ठोस प्रयास नहीं किए हैं। आप को रामपुरा का जिला कलेक्टर नियुक्त किया जाता है। यहाँ निहित नीतिपरक मुद्दों की पहचान कीजिए। अपने जिले के सम्पूर्ण आर्थिक परिदृश्य को सुधारने और अवयस्क लड़कियों की स्थितियों में सुधार लाने के लिए आप क्या विशिष्ट कदम उठायेंगे?
