“Good morning Sir! We have published a hallowing story with your photographs on front page in our newspaper. I am sending a copy to you”, a call distracted Mr. G in his morning meditation. He was keen to conclude the dialogue but the man had more to say. “Sahib, we have a few social media channels at our command as well.” He concluded with a warm invite, “Sahib, my friend has a nice resort. Let us celebrate on some weekend.” Mr. G’s response to this unexpected hospitality was cold and indifferent. He had just taken over as the Head of a Sub-Divisional Administrative team and he was praised by the evening news bulletin, out of context though. Mr. G was a highly professional public servant who candidly listened to the grievances and took every challenge as an opportunity to serve people. He had an opportunity to interact with media persons on the Sanitation Campaign. The man who had called him on that morning was, as usual, extremely sycophantic whereas some were very critical of the maintenance of road, street light and sewage. The debate grew hot but Mr. G patiently handled it. He promised to conduct a reality check and strengthen the system of redressing the grievances. He developed a citizen centric mobile app based system for uploading the grievances and monitoring of the action taken. The app resulted into marked improvement in Civic services just in six months. Mr. G silently went on to reinforce the systems. Eventually, after a year Mr. G is transferred to another city and a farewell party was organized to felicitate him. He found on that day many happy faces, except the man who invited at the farm house! What are the ethical issues you find herein? List the essential characteristics for a civil servant demonstrated by Mr. G. Can you suggest DOs and DON’Ts on media engagement by a civil servant as an advice by the departing officer to his junior incumbent?

“ગુડ મોર્નિંગ સાહેબ, અમે અમારા છાપાના મુખપૃષ્ઠ પર આપની તસ્વીર સાથે પ્રશંસા-વાર્તા છાપી છે. હું નકલ મોકલું છું”, સવાર સવારમાં આવી ગયેલા એક ફોન દ્વારા ધ્યાન કરી રહેલા શ્રીમાન ‘ગ’ને ખલેલ પડે છે. તે સંવાદ જલદી પૂરો કરવા ઇચ્છતા હતા પણ ફોન કરનારને વધુ કહેવું હતું, “સાહેબ, અમારી કને કેટલાક સોશિયલ મીડિયા ચેનલો પણ છે” અને પછી તે ઉષ્માભર્યા નિમંત્રણ સાથે પૂરું કરે છે, “સાહેબ, મારા મિત્રનું સુંદર રિસોર્ટ છે, ત્યાં કોઇ વીક એન્ડમાં ઉજવણી કરીએ.” આ અનપેક્ષિત મહેમાનગતિને શ્રીમાન ‘ગ’ ઠંડો અને ઉપેક્ષાભર્યો પ્રતિભાવ આપે છે. તે એક પ્રાંતની વહીવટી ટીમના વડા તરીકે તાજા જ નિમાયા હતા અને આ વર્તમાનપત્રે કોઇ સંદર્ભ વિના પ્રશંસાના પુષ્પો વરસાવ્યાં હતાં. શ્રીમાન ‘ગ’ અત્યંત વ્યવસાયનિષ્ઠ જનસેવક છે, જે દરેક નાગરિકોની રજૂઆતને ખુલ્લા મને સાંભળે છે અને દરેક સમસ્યાને એક જનસેવાની તક માને છે. સ્વચ્છતા અભિયાનના સંદર્ભમાં તેમને જાહેર માધ્યમોના પ્રતિનિધિઓ સાથે સંવાદ કરવાનો અવસર મળ્યો. જે વ્યક્તિએ તેને સવારે ફોન કરેલો તેણે હંમેશ મુજબ ખૂબ વખાણ કર્યા પરંતુ બીજા કેટલાક લોકોએ રસ્તા, સ્ટ્રીટ લાઇટ અને ગટર વ્યવસ્થા અંગે તીખી રજુઆતો કરી. સંવાદ ઉગ્ર બનતો ગયો પણ શ્રીમાન ‘ગ’એ ધીરજપૂર્વક સંભાળી લીધું. તેણે વાસ્તવિક પરિસ્થિતિના મૂલ્યાંકન અને સમસ્યાઓના નિરાકરણ માટેની વ્યવસ્થા ગોઠવવા માટે ખાતરી આપી. તેણે નાગરિકોની સમસ્યાઓની નોંધણી અને કાર્યવાહી પર દેખરેખ માટે એક નાગરિક કેન્દ્રી મોબાઇલ એપ દાખલ કરી. આ એપના લીધે માત્ર છ મહિનામાં નાગરિક સુવિધાઓમાં નોંધપાત્ર સુધારો થયો. શ્રીમાન ‘ગ’ મૂક રીતે જનસેવાને સુદૃઢ કરવાનું કાર્ય કરતા રહે છે. એક વર્ષ પછી તેમની બીજા સ્થળે બદલી થાય છે અને તેના માનમાં વિદાય સમારોહ યોજાય છે. જેમાં તેને ઘણા પ્રસન્ન ચહેરા જોવા મળ્યા, સિવાય કે પેલી વ્યક્તિ જેણે ફાર્મ હાઉસ પર આવવાનું નિમંત્રણ આપ્યું હતું! તમને આ કેસ સ્ટડીમાં ક્યા ક્યા નૈતિક મુદ્દા જોવા મળ્યા? શ્રીમાન ‘ગ’ એ નિદર્શિત કરેલી જનસેવકની આવશ્યક લાક્ષણિકતાઓ દર્શાવો. પોતાના અનુગામી જુનિયરને મીડિયા સાથેના સંબંધોમાં ‘શું કરવું’ અને શું ન કરવું’ અંગે શ્રીમાન ‘ગ’એ આપેલી સલાહ અંગે તમે સૂચવશો?
