Mr. C is appointed as a leader of the team looking after law and order in a district. He was an honest man with strong personality with friendly attitude. The headquarter town had mixed population of various communities but living harmoniously over last many decades. But some recent events in the town lead to trust deficit among the communities. One day Mr. C received news of group clash among two communities. He rushed to the spot and found situation very volatile. He deployed his team on the job and also called for additional manpower from the headquarters. There was a lock-down for all the shops and educational institutions in the area. A notification was issued banning assembly of people. The situation was brought under control but it was still extremely tense. Next day, he calls for a meeting of the community and social leaders at his office. There were counter allegations from both sides. Some of them also accused about partisan stand taken by his juniors. Later, he privately meets a few intellectual and wise citizens across the communities and seeks their view on the cause of the recent turbulences and their possible remedy. He learnt that the real cause of the trouble was business rivalry of liquor mafias further fueled by recent local body elections. “Sir, common people always wish peace and harmony. They have no time or money to waste in offices and courts”, a wise voiced. Someone confidentially hinted “Sir, take care of your junior Mr. ‘X’, highly corrupt and close confidante of the goons and also track the source of untoward posts on the social media”. Mr. C decides to change the situation. What are the challenges before him? How does he convince the people to cooperate for peace and harmony while keeping the goons under check? What could be the practical steps and the outcome? Analyze and discuss.

એક જિલ્લાની કાયદો અને વ્યવસ્થા સંભાળનાર તંત્રના વડા તરીકે શ્રીમાન ‘ક’ની નિમણૂક થઇ છે. તે સબળ વ્યક્તિત્વ અને મૈત્રીપૂર્ણ વલણ ધરાવતા એક પ્રામાણિક વ્યક્તિ છે. મુખ્યમથક નગરમાં જુદાજુદા સમાજની મિશ્ર વસ્તી હોવા છતાં તેઓ છેલ્લા ઘણા દાયકાઓથી સૌહાર્દપૂર્ણ રીતે રહે છે. પરંતુ છેલ્લી કેટલીક ઘટનાઓને લીધે સમુદાયો વચ્ચે પરસ્પર વિશ્વાસમાં ઓટ આવી છે. એક દિવસ શ્રીમાન ‘ક’ને બે અલગ અલગ સમુદાયોના જૂથો વચ્ચે અથડામણના સમાચાર મળ્યા. તે સ્થળ પર દોડી જાય છે પણ સ્થિતિ અત્યંત સ્ફોટક હતી. તેણે સ્થળ પર પોતાની ટીમ કામે લગાડી અને મુખ્યમથકથી વધુ માનવબળ માટે માંગણી કરી. તે વિસ્તારમાં દુકાનો અને શૈક્ષણિક સંસ્થાઓ બંધ કરવામાં આવ્યાં હતાં. લોકોને એકઠા થવા પર પ્રતિબંધ મૂકતું જાહેરનામું પ્રસિદ્ધ કરવામાં આવ્યું હતું. પરિસ્થિતિ અંકુશમાં લેવામાં આવી હતી, જો કે હજુ સ્થિતિ તણાવપૂર્ણ હતી. બીજે દિવસે તેણે પોતાની કચેરીમાં સમુદાય અને સમાજના વડાઓની બેઠક બોલાવી. બન્ને બાજુએથી સામસામા આક્ષેપો થયા. તેના જુનિયર સાથીઓ દ્વારા પક્ષપાત થયાના આક્ષેપ પણ કેટલાક લોકોએ કર્યા. બાદમાં તે જુદા જુદા સમાજના બુદ્ધિજીવી અને સમજુ નાગરિકો સાથે ખાનગીમાં વાત કરી તેમના અભિપ્રાય મેળવે છે. તેને જાણમાં આવે છે કે સંઘર્ષનું મૂળ કારણ ગેરકાયદે દારૂના ધંધામાં સામેલ માફિયા વચ્ચેની હરીફાઈ હતું, વળી સ્થાનિક સ્વરાજની ચૂંટણીએ આગમાં ઘી હોમવાનું કામ કર્યું હતું. એક સમજુ વ્યક્તિએ કહ્યું, “સાહેબ, સામાન્ય લોકો તો હંમેશાં સંવાદિતા અને શાંતિ ઝંખે છે. તેમની પાસે સરકારી કચેરી અને કોર્ટોમાં ખર્ચવા માટે સમય કે નાણાં નથી.” કોઇએ ગર્ભિત ઇશારો કર્યો, “સાહેબ, ગુંડાઓના વિશ્વાસુ અને અતિભ્રષ્ટ તમારા જુનિયર શ્રીમાન “ક્ષ” પર નજર રાખો અને સોશિયલ મીડિયામાં ફેલાતી હાનિકારક પોસ્ટ્સનું મૂળ પણ શોધી કાઢો”. શ્રીમાન ‘ક’ પરિસ્થિતિ બદલવા નિશ્ચય કરે છે. તેની સામે ક્યા ક્યા પડકારો છે? સંવાદિતા અને શાંતિ સ્થાપવામાં સહયોગ આપવા જનતાને સંમત કરવા સાથોસાથ તે કઇ રીતે ગુનેગારોને અંકુશમાં લેશે? શાં શાં વ્યવહારુ પગલાં અને પરિણામો હોઇ શકે? વિશ્લેષણ અને ચર્ચા કરો.
