Ms. A is a Science graduate and after her recruitment she was placed at a District level office of the Department looking after Environment. She is an enthusiastic and good meaning youth having modest socio-economic background with excellent moral teaching from her parents. Ms. A was appointed as an assistant director and her duty involved visit and inspection of the sites and the industrial plants and reporting with her recommendations. On one morning she was directed by the head of the office to urgently submit her report in relation to an industrial proposal. A junior colleague, who held the charge of the same post before her, said that he had visited the site and everything was as per norms and the report was ready for her signature. But she insisted on the site visit. Her superior pressed again to submit the report at once. This haste raised doubts in her mind and she rushed to the spot. To her surprise, she found many discrepancies and some of them were serious and highly hazardous. She sought explanations from the site manager but instead of responding to her queries, he alerted her that the plant belongs to a powerful businessman having contacts at the Government headquarters. In a low voice he added, “Our promoters are very generous and always reward friends in Government!” Next morning, the senior asked her to submit the report that was ready before her arrival. She tried to explain that there were serious lapses and it is not advisable. However, the senior was adamant and at last, he cautioned that this could be damaging to her career. Most colleagues, excepting a few, advised her to follow the suit. Delineate the thought process she might have undergone. What are the options before Ms. A? What would you advise her as a well-wisher friend? Why?

કુ. ‘અ’ વિજ્ઞાન સ્નાતક છે અને પર્યાવરણ સાથે સંકળાયેલા વિભાગમાં નિયુક્ત થયા છે. તેઓ માતાપિતા પાસેથી ઉત્તમ નૈતિક શિક્ષા પામેલા એવા સાધારણ સામાજિક-આર્થિક પરિવારના એક ઉત્સાહી અને ભાવનાશીલ યુવા છે. મદદનીશ નિયામક તરીકેની તેમની ફરજોમાં જુદાંજુદાં સ્થળો અને ઔદ્યોગિક એકમોની તપાસ કરવાનું અને પોતાની ભલામણો સાથે અહેવાલ આપવાની કામગીરીનો સમાવેશ થાય છે. એક સવારે કચેરીના વડાએ તેમને એક ઔદ્યોગિક દરખાસ્ત અંગે તાત્કાલિક અહેવાલ રજૂ કરવા નિર્દેશ આપ્યા. કુ. ‘અ’ની નિમણૂક થતાં પહેલાં આ જગ્યાનો હવાલો સંભાળતા જુનિયર સાથીએ કહ્યું કે તેણે આ સ્થળની મુલાકાત લીધી છે અને બધું જ નિયમાનુસાર છે અને તેમની સહી માટે અહેવાલ તૈયાર છે. જો કે તેમણે સ્થળ મુલાકાતનો આગ્રહ રાખ્યો. તેઓના સિનિયરે ફરીને તાત્કાલિક અહેવાલ રજૂ કરવા દબાણ કર્યું. આ ઉતાવળને લીધે તેઓને શંકા થઇ અને સ્થળ પર દોડી ગયાં. તેમને એ જાણીને આશ્ચર્ય થયું કે ઘણી અનિયમિતતાઓ હતી, જે પૈકીની ઘણી ગંભીર પ્રકારની અને અમુક અત્યંત ભયજનક હતી. તેમણે સ્થળ પરના મેનેજરને આ બાબતે ખુલાસો પૂછ્યો તો તેણે ઉત્તર આપવાને બદલે કહ્યું કે આ પ્લાન્ટ સરકારના મુખ્ય મથક ખાતે સંપર્કો ધરાવનાર વગદાર વેપારીનો છે. પછી તેણે ધીમેથી ઉમેર્યું “અમારા શેઠ ખૂબ ઉદાર છે અને સરકારમાં બેઠેલા મિત્રોને સારો બદલો આપે છે!” બીજે દિવસે સવારે વરિષ્ઠ અધિકારીએ તેમની નિમણૂક પહેલાંના તૈયાર અહેવાલ રજૂ કરી દેવા સૂચના આપી. તેઓ સિનિયરને સમજાવવા પ્રયાસ કરે છે કે અહેવાલમાં ઘણી ખામીઓ છે અને તે રજૂ કરવો હિતાવહ નથી. જો કે સિનિયર પોતાની વાત પકડી રાખે છે અને અંતે ચેતવણી આપે છે કે આનાથી તેમની કારકિર્દી ખરાબ થઇ શકે છે. અમુક અપવાદને બાદ કરતાં મોટા ભાગના સહકર્મચારીઓ વહેતા પ્રવાહ સાથે ભળી જવા સલાહ આપે છે. કુ. 'અ'ના મનમાં ચાલતી ગડમથલનું શબ્દચિત્ર આપો.તેમની પાસે ક્યા ક્યા વિકલ્પો છે? એક હિતેચ્છુ મિત્ર તરીકે તમે તેમને શી સલાહ આપશો? શા માટે?
