Evaluate the responsibilities of Government in light of Directive Principles of the State Policy. How far we have succeeded in fulfilling these responsibilities? If you are given the choice, which area(s) you will work upon and how?

રાજ્યનીતિના નિર્દેશક સિદ્ધાંતોના સંદર્ભમાં સરકારની જવાબદારીની મૂલવણી કરો. આપણે આ જવાબદારીઓને કેટલી હદ સુધી નિભાવી શક્યા છીએ? જો તમને પસંદ કરવાનું કહેવામાં આવે તો ક્યા ક્ષેત્રમાં અને શું શું કરશો? :

“Division of Administrative and Financial powers of the Center and the State helps build Unity and Autonomy with regional balance in development.” Illustrate and elaborate in terms of North-East states.

“કેન્દ્ર અને રાજ્યો વચ્ચે વહીવટી અને નાણાંકીય સત્તાઓની વહેંચણી એકતા અને સ્વાયત્તતા સાથે ક્ષેત્રીય વિકાસના સંતુલનને મદદ કરે છે” સમજાવો અને પૂર્વોત્તર રાજ્યોના સંદર્ભમાં વિસ્તારથી ચર્ચા કરો.

“Conducting free, fair and inclusive elections is the key to democracy”- evaluate and discuss the means and modes to achieve the three essentials of Elections.

“મુક્ત, ન્યાયી અને સમાવેશી ચૂંટણીઓ લોકશાહીની કૂંજી છે” વિધાનને મૂલવો અને આ ત્રણ ગુણાદર્શોને સિદ્ધ કરવાનાં સાધનો અને પદ્ધતિઓની ચર્ચા કરો.

“The major challenge before the Civil Service of India is to maintain Administrative Neutrality and the Democratic Accountability in delivering goods of democracy”. Elaborate.

“ભારતીય મુલ્કી સેવા સામેનો મુખ્ય પડકાર વહીવટી નિષ્પક્ષતા સાથે લોકશાહી જવાબદેહિતા જાળવતા રહીને લોકશાહીનાં ફળો પહોંચાડવાનો છે”. વિચાર વિસ્તાર કરો.

“Poverty and food insecurity are vicious cycles that impede development”. Suggest five sustainable solutions to major failures in policies and programs for these two domains.

“ગરીબી અને અન્ન-અસલામતી વિકાસને અવરોધતાં વિષવર્તુળો છે”. વિકાસના આ બે આયામોના આયોજનો અને અમલવારીમાં નિષ્ફળતાના નિરાકરણ માટે પાંચ સંપોષિત સમાધાન સૂચવો.

“Participation is the key in Effective Governance”- explain. Illustrate with the case of stakeholder’s participation in relation to employment.

“જનભાગીદારી અસરકારક શાસનની ચાવી છે” સમજાવો. રોજગારીના સંદર્ભમાં હિત ધરાવનારની સહભાગિતાની ચર્ચા કરો.

What are the impediments in conducting effective social audit? Suggest a model social audit scheme for any one rural development scheme.

અસરકારક સામાજિક અન્વેષણ કરવા સામેની અડચણો કઇ છે? ગ્રામીણ વિકાસની કોઇપણ એક યોજના માટે આદર્શ સામાજિક અન્વેષણ મોડલ આપો.

Discuss the varying issues and development potential for the tribal community across the Eastern belt of Gujarat.

ગુજરાતના પૂર્વપટ્ટામાં વસતા આદિવાસી સમુદાયની વિવિધ સમસ્યાઓ અને વિકાસ માટેની સંભાવનાની ચર્ચા કરો.

'A Gujarati migrate abroad not just to earn but also builds culture.'- Explain. Illustrate the famous saying “What kind of Gujarati is that, who is only Gujarati” in terms of Gujarati diaspora.

'એક ગુજરાતી માત્ર કમાવા નથી જતો, સાંસ્કૃતિક સેતુ પણ બાંધે છે.' સમજાવો. “એ તે કેવો ગુજરાતી કે જે હોય કેવળ ગુજરાતી!” આ જાણીતા વિધાનની ગુજરાતી પ્રવાસી સમુદાયના સંદર્ભમાં મૂલવણી કરો.

Examine the validity of the statement in the context of Gujarat – “Loosened socio-cultural barriers, new value systems and consumerism reflect Globalization”. Do you see them as challenges or opportunities? Why?

“છૂટતાં જતાં સામાજિક-સાંસ્કૃતિક બંધનો, નવાં જીવનમૂલ્યો અને ઉપભોક્તાવાદ વૈશ્વિકરણને ઇંગિત કરે છે” ગુજરાતના સંદર્ભમાં વિધાનની તથ્યાર્થતા ચકાસો. તમે તેને એક પડકાર તરીકે જુઓ છો કે અવસર તરીકે ? શા માટે?

Discuss the distinctive role of the Parliament and the Judiciary and evaluate the impact of judicial review of parliamentary acts in historical context.

સંસદ અને ન્યાયપ્રણાલીની વિશિષ્ઠ ભૂમિકાની ચર્ચા કરો અને સંસદીય કાયદાઓની ન્યાયિક સમીક્ષાની ઐતિહાસિક પરિપ્રેક્ષ્યમાં મૂલવણી કરો.

“It’s not a melting pot but a beautiful mosaic”- discuss how the Constitution of India protect Unity in Diversity. List five do’s and five don’ts for citizens to maintain this unique and august feature of India?

“આ એક ઉકળતો ચરુ નથી પણ સુંદર રંગબેરંગી લાદી છે” ભારતનું બંધારણ કઇ રીતે વિવિધતામાં એકતાનું રક્ષણ કરે છે, તેની ચર્ચા કરો. ભારતના આ વિશિષ્ઠ અને પાવન લક્ષણની જાળવણી માટે એક નાગરિક તરીકે ‘શું કરવું જોઇએ’ અને ‘શું ન કરવું જોઇએ’ તેવા પાંચ-પાંચ કર્તવ્યો સૂચવો.

What can citizens expect as a welfare state? What can a young Civil Servant do to fulfill aspirations of people? Illustrate with some real practical success stories.

એક કલ્યાણકારી રાજ્ય તરીકે નાગરિક શી શી અપેક્ષા રાખી શકે? એક યુવા જનસેવક તરીકે નાગરિકોની આકાંક્ષાઓને સંતોષવા શું શું કરી શકે? પ્રતીતિજનક વ્યવહારુ ઘટનાઓ કે અનુભવો દ્વારા સમજાવો.

Evaluate the challenges posed by caste, community and regional barriers faced by the marginalized communities and suggest institutional and moral remedies.

જાતિગત, સામુદાયિક અને ક્ષેત્રીય ભેદભાવોને લીધે ઉદ્ભવતી છેવાડાના સમુદાયોની સમસ્યાઓની ચર્ચા કરો અને તેના સમાધાન માટે સંસ્થાકીય અને નૈતિક ઉપાયો સૂચવો.

Discuss the impact of reduction in size of family in modern times on the care of children and the senior citizens. Suggest a working model as a City Civil Servant with services directed to social and psychological threats to these vulnerable communities.

આધુનિક સમયમાં કુટુંબના કદ ઘટવાને લીધે બાળકો અને વયસ્કોને ઉદ્ભવતી સમસ્યાઓની ચર્ચા કરો. એક નગર જનસેવક તરીકે આ બે જોખમમાં રહેલા સમુદાયોની સામાજિક અને મનોવૈજ્ઞાનિક સમસ્યાઓને ઉકેલતી સેવાઓનું મોડેલ આપો.
